How an Employer of Record works in Croatia

Using the services of an Employer of Record (EOR) in Croatia allows foreign companies to hire employees without setting up a legal entity in the country. Instead, the EOR takes on the role of legal employer on behalf of the company, handling everything from onboarding to compliance issues. The foreign employer is then free to manage all the day-to-day operations.

Rivermate provides EOR services in Croatia, and our experts have extensive knowledge of the country. Using our third-party in-country experts and the Rivermate platform, we make the whole process of hiring in Croatia quick, easy, and compliant.

What it costs to hire an employee in Croatia

Hiring costs in Croatia are straightforward, but there are a few key areas to be aware of when you first start hiring employees in the country.

Salary

The average gross salary is currently €2,178 per month. Roles in IT and finance tend to pay more.

The Gross 1 and Gross 2 system

In most countries, employers are used to paying gross pay with contributions on top. Croatia uses the following system:

  • Gross 1, which is the gross salary in the contract.
  • Gross 2, which is the total that you pay as the employer.

This often confuses foreign employers, but it’s more a naming convention than anything.

Gross 2 equals Gross 1 plus employer contributions of 16.5% for mandatory health insurance. Employees contribute 20% to their pension, and this is deducted from Gross 1, so it is not a cost for employers.

Minimum wage

Croatia has a set minimum wage, which is currently €1,050 per month gross. This goes up regularly. For example, it was equal to €970 in 2025.

Allowances and bonuses

There are several allowances and bonuses that are not statutory benefits in Croatia but are standard practice, and these should be factored into the true cost of hiring.

These include the work-from-home allowance (€4 per day, maximum of €70 per month tax-free); meal allowance (up to €100 per month as a cash allowance, or up to €150 per month as a reimbursement of meals); and travel allowance.

Then there is a holiday bonus, known as regres. This is not mandatory, and it shares a tax-free limit of €700 per year, with other occasional bonuses, like a Christmas bonus.

Employer benefits include private insurance, gym perks, and company cars, which are worth budgeting for when attracting talent.

Commission

Croatia has a sales role commission cost trap to be aware of. In the country, performance bonuses have a tax-free cap of €1,200 per year. Above that, it becomes normal taxable salary, with the 16.5% employer contribution.

Income tax

While not a cost, income tax adds complexity to hiring. The amount of income tax employees pay depends on their city of residence. As such, it is different in Zagreb and other cities like Varaždin and Split.

There are two rates. The first is for taxable income up to €60,000 per year, and the second applies to anything over that. The maximums for the lower and higher rates are 23% and 33%, respectively, which apply in Zagreb. In other areas of the country, the maximum rates are lower.

Case study: Rivermate helps Veloris employ a Croatian account manager

Veloris is the largest independent supply network of batteries and support in Europe. It wanted to employ an account manager in Croatia, but it had no entity in the country and no local knowledge.

There were two major areas of concern: payroll and the employment contract. It could not find a company with enough experience in the country, and it was concerned about getting the fundamentals wrong.

It also wanted to arrange a lease car for the account manager, but this was complicated. As a taxable benefit in kind, an incorrect calculation could lead to penalties.

Veloris chose Rivermate to help it hire an account manager due to our extensive local knowledge. An expert answered all their questions, and we employed the account manager in the country and handled the account.

Onboarding was smooth, and we dealt with the lease car too. This was a complicated request, so we worked out the options and then handled the agreement and the payroll, thinking outside the box to get the best result.

Veloris says that Rivermate has saved it several hours each week on HR and employment admin. It also gained access to local legal knowledge and was able to employ in Croatia without any need to understand or manage the employment setup.

The reality of hiring in Croatia

Market condition What an employer needs to know
Talent availability Zagreb and Split have lots of IT and tech talent, and English proficiency is very high.
Top-paying sectors IT, finance, and insurance.
Candidate expectations Remote work often comes up in interviews. Common extras often include a holiday bonus, meal allowance, and work-from-home allowance.
Key employer challenge Dealing with non-EU hires requires a labor market request, and the process can take up to 2–3 months.

For 10–15 years, Croatia has been an important IT and tech hub in the region, and several multinationals, including Microsoft, have offices here. The government has invested heavily in tech education over the last couple of decades, leading to an oversupply of talent. The startup scene is also important in the country.

Croatia's two major tech hubs are Zagreb and Split. Outside of tech, tourism is a big industry, as are the maritime and wood industries. IT and tech are among the highest-paying sectors, but finance, insurance, and pharmaceuticals are also important.

English proficiency is excellent, and Croatia ranks second in Europe for proficiency. Together, these factors make Croatia an excellent choice for foreign companies looking for tech talent.

Employee registration is fast in Croatia, typically lasting only 24–48 hours. Once all documentation is in order, a local hire takes about 24 hours, and often less than a week even with delays. For EU citizens already resident in the country, the hiring timeline is the same as for a local. Payroll is straightforward, and salaries must be paid on the 15th of the following month at the latest.

If the employee is arriving from abroad, hiring can take up to a month. This will include the time it takes to register their address, get an OIB (personal ID number), and set up a bank account.

For non-EU citizens going down the EU Blue Card route, the process takes about two months. For those getting a work permit, it can take up to three months.

Before employing non-EU employees, you must ask the Croatian Employment Service (HZZ) to run a labor market test for most roles. HZZ checks whether suitable candidates are available, and if they are, the foreign hire can be refused. To get a permit, employers must employ enough Croatian, EEA, or Swiss staff full-time. They must number at least 20% of the non-EU employees, but this is reduced to 10% for shortage occupations.

Remote work is common practice in Croatia, and much more so since COVID. Many Croatians own second homes on the coast and like to work from them over the summer months. This topic often comes up in interviews, so be aware that flexibility for remote work matters to many employees.

Country-specific problem that employers must know about

The issue of Gross 1 and Gross 2 is often confusing for foreign companies entering Croatia. In most countries, you think of gross salary with employer contributions on top, but in Croatia they are given different names.

Contracts must state salary as a gross amount. Failing to do so can lead to sanctions. This can trip up foreign companies that are used to quoting net pay. Gross 1 is the figure in the contract, while Gross 2 is what the employer actually pays, which is roughly 16.5% higher.

Domestic employers already think in terms of Gross 2 because it’s their default, but foreign employers have to learn about it, and it can be a source of confusion. It may not seem to make much sense to outsiders, but it’s how payroll is structured, and it’s not optional terminology.

Key compliance risks in Croatia that employers should know

Mistakes in employee registration

The employee registration process is fairly straightforward, but making mistakes can lead to problems. Registration must be completed before the employee starts work. Mistakes occur when an employee begins working before they have been registered, or the employer registers them later than planned, which can be treated as undeclared work.

Misclassification of contractors

This is another big problem in the country. There are lots of contractors in Croatia who often work for foreign companies using contractor agreements but functioning as employees. Penalties can include back pay, taxes, interest, and fines, so it’s crucial to make sure employees are classified correctly.

Termination without justification

When terminating a role, you must properly justify the dismissal, and it must relate to a specific reason, such as business reasons or misconduct. You must provide written notice and provide stated reasons. The employee can also dispute it and may be entitled to compensation or even reinstatement.

A1 certificate issues

There is an issue in Croatia where people register as employed in the country, but they actually work abroad. The main reason for this is to lower their contributions. This is a real compliance problem and it is something to be aware of when hiring in the country.

Payroll deadlines

Employees must be paid by the 15th of the following month. This can be a challenge for foreign companies used to doing things differently in their home countries.
