What an EOR provider does in Côte d'Ivoire (Ivory Coast)

An Employer of Record (EOR) in Côte d'Ivoire manages the employment relationship on behalf of an international company that does not have a local legal entity. As the legal employer, the EOR handles the legal compliance, adhering strictly to Ivorian labor laws.

The value of partnering with an EOR becomes apparent when you consider:

  • The support of in-country HR professionals who understand local employment laws and how they are applied in practice.
  • A third-party organization, like Rivermate, handling payroll, salary tax, employee benefits and HR administration.
  • The freedom to focus on your business and the employee, while employment compliance is taken care of by the EOR.

How an Employer of Record, like Rivermate can help with hiring and compliance in 科特迪瓦

An Employer of Record (EOR) hires on your behalf through its own local entity, so you can employ in 科特迪瓦 without registering a company there. Rivermate handles the employment contract, payroll, employer contributions, statutory benefits and filings, and keeps them correct as the rules change.

What will it cost to hire in Côte d'Ivoire

Employment costs in Côte d'Ivoire consist of gross salaries, statutory contributions and mandatory employee rights. Some of these employee rights have a future financial cost to them such as the payment of accrued leave or severance pay.

Gross salaries

Gross salaries are significantly lower in the Ivory Coast than in Europe or North America. The minimum monthly wage of XOF 75,000 is the equivalent of US $128. The majority of workers in the country earn between XOF 180,000 (US $307) and XOF 360,000 (US $615) per month. For international employers this signals a high level of cost competitiveness.

Employer statutory contributions

Employer CNPS contributions in Côte d'Ivoire are between 15.45% and 18.45% on top of gross salary. This is considered moderate in comparison with employer contributions in neighboring countries, as can be seen below:

Country Approximate employer CNPS contribution
Senegal 21% - 31%
Mali 17.9% - 21%
Côte d'Ivoire 15.45% - 18.45%
Burkina Faso 14.5% - 17.5%
Liberia 6%

The employer CNPS contributions are influenced by contribution ceilings and for this reason it is advisable to run proper payroll calculations either through an in-house finance team or your EOR partner before making a final commitment.

In addition to CNPS contributions, employers also pay a universal health coverage (CMU) of XOF 500 per person per month.

When working with an EOR provider, like Rivermate, onboarding can be done within 1-2 days, if all the documentation is received from both the employer and employee. For foreign nationals, the process is slightly different because it involves entry visas, work permits and residence permits. This entire process can take up to 8 weeks to complete.

Updated employment contract legislation

On April 15, 2026, Decree No. 2026-197 officially replaced Decree No. 96-287 of April 3, 1996, pertaining to employment contracts. Under this updated decree, several measures have been introduced to streamline employment practices.

  • Definition of an employment contract: Article 1 expressly defines an employment contract as an agreement by which a natural person places their professional activity under the direction or authority of another natural person or legal entity. This article aims to direct attention to the nature of an employment relationship, not just the title of the document.
  • Engagement letter: An engagement letter can only substitute a written contract if it contains the first six elements provided for in Article 3 of the decree.
  • Fixed-term contracts: Must be executed in writing, referring to Article 15.2 of the Labor Code.
  • Reporting new hires: Article 7 requests the employer to send a written record of hires concluded to the public placement body, at the end of each month.
  • Early termination of a foreign worker contract: According to Article 12, an employer is required to notify the public placement body from the date of the termination. The objective is to actively monitor the employment of foreign workers in Côte d'Ivoire.

Updated foreign worker visa legislation

Decree No. 2026-197 also has an important amendment to previous legislation regarding the approval of foreign worker visas.

According to Article 8 of the decree, a foreign national subject to Côte d'Ivoire’s work-visa regime must hold their employment contract or letter of engagement subject to the prior approval of the Minister in charge of Labor, on a form established for this purpose. Exclusions to this rule apply to ECOWAS or WAEMU commitments.

The Minister has eight days to issue the visa following the submission of the form. According to Article 9: if the Minister has not made the decision known at the end of that period, then the visa is deemed to be refused.

Probation periods

As per Decree No. 2024-900 of 16 October 2024, a trial period (probationary period) must be included in the employment contract if the employer wishes to use one. During this trial period, both parties have the right to terminate the contract without compensation. Article 4 of the decree sets initial probation timeframes by worker classification:

  • Hourly or daily workers: 8 days
  • Monthly workers: 1 month
  • Supervisors, technicians and equivalent positions: 2 months
  • Engineers, managers, senior technicians and equivalent positions: 3 months
  • Senior managers: 6 months

The probation period may be renewed once and the employee must be notified in writing of the renewal and its duration.

Côte d'Ivoire is one of the fastest-growing economies in West Africa and entry into this market gives foreign companies access to a large consumer base. From an employment cost perspective, Côte d'Ivoire offers both low gross salaries and moderate statutory contributions. This makes it a viable option for companies who want to start business processing centers or tech hubs in West Africa.

While these factors are particularly favourable for international employers, they don’t eliminate the administrative, compliance and financial requirements of setting up a local entity in the country.

A more straightforward way of accessing the labor market in Côte d'Ivoire is partnering with an EOR, like Rivermate. We provide the infrastructure you need to hire compliantly in the Ivory Coast, leaving you to focus on business growth and managing your employees’ daily activities.
