What it costs to hire an employee in Congo (DRC)

Salary and minimum wage

CDF is the local currency in Congo (DRC), but large companies often pay employees in USD, which is permitted as long as salaries are paid into local bank accounts

The base salary in Congo (DRC) ranges from as low as USD 200 to upwards of USD 5,000, so there’s a great deal of variation. Entry-level roles typically range from USD 200–500 per month, while mid-level professionals earn USD 600–1,500 and senior roles pay USD 1,500–5,000.

Wages are higher in Kinshasa, which is the main hiring hub in the country, as well as in mining regions like Lubumbashi and Kolwezi. Pay is lower in rural areas.

There is a statutory minimum wage (SMIG) equal to CDF 21,500 per day, or about USD 7–9 per day based on exchange rates.

Social security

Social security contributions are paid via the Caisse Nationale de Sécurité Sociale (CNSS), which was formerly known as INSS. The total amount is 18% of gross salary. As the employer, you pay 13% of that. This is made up of 5% for pensions, 1.5% for occupational risk, and 6.5% for family benefits. The employee pays an additional 5% toward their pension.

Income tax

Income tax (IPR) is not a direct cost for employers, but you have an obligation to deal with it. It runs on a progressive scale from 3% to 40%, with four brackets.

Severance and notice

There is no set amount for severance pay because it’s tied to salary and length of service. This is a real cost for employers, so you should confirm the exact figures before you hire. Severance isn’t due in cases of serious misconduct.

Notice depends on the category of employee and their tenure. It works out as 14 days plus seven days for each year of service for Category 1–5 workers; one month plus nine days for each year of service for supervisors (agents de maîtrise); and three months for executives (cadres).

Benefits

Not all benefits are legally required, but they’re common, especially private health insurance, which the employer pays for. There are also transport and housing allowances, which are especially common for foreign workers. Other benefits include meal vouchers, communication allowance, and performance bonuses. The 13th-month bonus is common practice, and it’s paid out at the end of the year.

Work permits

If you’re hiring foreign workers, you’ll also have to pay for the work permit, called the Carte de Travail. The current fee for this is USD 280.

Congo (DRC) has a large population, and job openings often receive a high number of applicants. According to Rivermate specialist Dasola Jikiemi, a job opening for 100 roles could attract anywhere from 1,000 to 2,000 applicants.

Despite the large labor pool, formal employment is concentrated in urban areas, like the capital city, Kinshasa. This is the major hiring hub where you’ll find the greatest concentration of talent. Most of the technical and engineering talent is concentrated here, and salaries are higher. In rural areas, work is more focused on agriculture, and wages are lower.

Kinshasa is not the only hiring hub. Lubumbashi and Kolwezi, based in the mining regions of Haut-Katanga and Lualaba respectively, are also important hiring centers for the oil and mining industries.

Congo (DRC) is famed for its mineral richness, and mining is one of the most in-demand sectors, particularly for gold, copper, cobalt, and diamonds. Historically, this has been the country's dominant sector, but banking and telecommunications are becoming more important.

The hiring process can take a while. On average, hiring for an entry-level position could take 4–8 weeks, while senior roles can take 2–4 months.

Whenever you hire someone, you must declare the new hire to the Provincial Labour Inspection Division and the Provincial ONEM Office within 48 hours of the start date. You must also register employees with INSS and CNSS.

The country faces several challenges, including infrastructure and power reliability issues. These can hamper online recruitment, which is worth keeping in mind.

Country-specific problem that employers must know about

Congo (DRC) is often in the news for the wrong reasons, mainly due to the ongoing conflict in the east of the country. This can impact the perception of foreign employers and workers, who may get a negative view of the country.

The reality is that the major hiring hubs, Kinshasa and Lubumbashi, are far away from the affected areas. So while the problem is real, it doesn’t affect employers in other areas of the country. A Rivermate expert in the region said the country overall is quite liveable, and the problems in the east of the country are not country-wide.

If you plan to hire through Kinshasa or Lubumbashi, these are very different areas of the country unaffected by the conflict. You may need to reassure foreign employees that the area they’ll be working in is safe.

Foreign employee quotas

There are limits on the number of foreign employees you can hire in Congo (DRC). These limits are sector-dependent and have recently changed, but you’ll need to be clear on the rules because going over the quota can lead to serious penalties, including a fine of up to CDF 25,000.

The cap depends on the industry. For example, there is a 4% cap in banking, real estate, and IT, a 6.5% cap in mining, agriculture, and manufacturing, and a 15% cap in private staffing agencies.

Contractor misclassification

You can hire contractors in Congo (DRC), but be careful about misclassification. Whether they are a contractor or employee will depend on factors like financial dependence, integration, and control. As the employer, if you get this wrong, you could become liable for unpaid social contributions and taxes, as well as receiving potential fines and even legal challenges.

Termination

You must have solid grounds for terminating a job in Congo (DRC). You’ll also have to follow the correct procedure, and you could face problems if you get it wrong. Unjustified dismissal can lead to damages, which can be as high as 36 months of salary based on various factors, from age to seniority.

Foreign staff visas

You can sponsor foreign workers, but you’ll need work permits for each of them. You must secure the correct visa, called the Visa Professionnel, and a work permit, called the Carte de Travail pour Étranger. Both have detailed documentation requirements, and failing to follow them can lead to fines, deportation, and legal action.

Registering a new company

A new company must register formally. This involves going through the Guichet Unique de Création d'Entreprise (GUCE). Doing this process wrong creates big problems and can lead to issues relating to unpaid contributions and unregistered payroll later on.
