How EOR hiring works in Mozambique

An Employer of Record (EOR) is a legal employer that hires workers on behalf of international companies through its already established legal entity in Mozambique. The EOR provider handles all aspects of onboarding, payroll, taxes, benefits, contracts, and general employment compliance, while the foreign company manages the employee’s daily work.

Rivermate, an EOR provider, combines local HR expertise, a network of benefit providers and the Rivermate platform to help international companies hire quickly and compliantly in a new market.

What will it cost to hire in Mozambique?

Salaries in Mozambique are contracted on a gross monthly basis and are paid in Mozambican Metical (MZN). Foreign currency payments into local bank accounts face strict banking controls.

Base salary

Minimum wages in Mozambique are sector-dependent. According to the official schedules published by the Instituto Nacional de Segurança Social (INSS), as of 1 April 2026, statutory minimum monthly wages range from MZN 4,991.09 (Kapenta lake fishing) to MZN 20,361.43 (financial institutions, insurance companies and commercial banks). Agricultural, livestock, and forestry workers are assigned a baseline of MZN 7,072.00; manufacturing mandates a minimum of MZN 10,622.50; non-financial services are set at a minimum of MZN 10,845.00 while mineral extraction requires a baseline of MZN 16,239.06.

Foreign companies considering hiring in Mozambique are advised to provide information on the potential candidate (CV, any certification, job description) and cross-check suggested base salaries with Rivermate ahead of proceeding with offers.

Employer cost

Mozambique’s employer costs are notably lower than those observed in other countries in the region. Employers contribute to:

  • Instituto Nacional de Segurança Social (INSS): the employer rate is 4% (employees contribute 3%). No contribution cap is applicable.
  • Workplace injury insurance: rates depend on role risk and industry but coverage is mandatory for workplace injuries and occupational illnesses.

Statutory premiums and benefits

Normal working hours in Mozambique are generally limited to 48 hours per week and 8 hours per day. Overtime is capped at 8 hours per week and 200 hours per year. Premiums apply as follows:

  • Overtime: 50% for overtime, 100% if worked at night
  • Night work (generally 20:00-start of normal working day): 25%
  • Exceptional work on a rest day (weekend) or public holiday: 100%

Additional mandatory rights and benefits of employees in Mozambique that employers should be aware of include:

  • Sick leave: up to 15 days of paid sick leave per year (paid by INSS, medical certificate required).
  • Annual leave: 1 day accrued per month for each month worked in the first year; 12 calendar days total in the first year of employment; 30 calendar days per year for each year thereafter.
  • Maternity leave: 90 calendar days, usually starting 20 days prior to the birth. Paid by the social security (INSS), subject to eligibility.
  • Paternity leave: 7 days, some employees may be eligible for a paternity benefit through INSS, subject to requirements.

Additional benefits

In addition to the 12 regular monthly payments, employees in Mozambique commonly receive a 13th-month salary, though it is not legally required in the private sector (mandated in the public sector). Typically paid in December, it equals one regular monthly salary.

While not legally mandated, some optional benefits have become more common in Mozambique in recent years. In particular, private health insurance is popular due to the variable quality of public healthcare. Additionally, discretionary allowances for transport, housing, or remote work are used to further boost the attractiveness of a compensation package in Mozambique. However, as most allowances are included in the gross salary for purposes of calculating both INSS contribution and personal tax, structuring a compensation package with a heavy use of allowances does not provide any tax or contribution advantages.

The reality of hiring in Mozambique

Market condition Current reality Comments
Hiring activity 🟢 Concentrated Maputo hosts the vast majority of hiring, driven by strong activity in NGOs, fintech, IT, telecommunications and energy.
Talent availability 🟡 Moderate Local talent is readily available for standard roles, experienced profiles somewhat limited outside major hubs.
Specialist talent 🔴 Competitive High competition and acute shortages in cybersecurity, healthcare, engineering and digital infrastructure.
Employer cost 🟢 Low One of the lowest in the region.
Employment regulation 🔴 Highly regulated Strict rules regarding registration, termination, foreign work quotas and penalties for late declarations and payments.
Foreign workforce 🟡 Selective Quotas apply based on company size (5-15%).

Hiring foreign nationals in Mozambique

Foreign nationals must obtain an official work authorization issued by the Ministry of Labour, Gender and Social Action before starting employment in Mozambique. To protect the local labor market, Mozambique enforces a headcount-based quota system limiting foreign hires. Under Decree 88/2024, foreign worker quotas are assigned based on company size: 5% for large enterprises (>100 employees), 8% for medium enterprises (31-100 employees), 10% for small employers (11-30 employees) and up to 15% for micro-enterprises (up to 10 employees).

The procedure for obtaining a work permit in Mozambique includes multiple steps. The first step involves the issuing of a work authorization by the Labor Ministry. Once that is obtained, the candidate can apply for a foreign residence permit through the National Directorate of Immigration. While the complete end-to-end process typically takes 6-8 weeks, recent legislation - such as Decree 88/2024 - defines a more streamlined 15-day deadline for the Government to process authorization requests.

Mandatory documentation for foreign work permit and visa applications includes apostilled police clearance certificates from the applicant’s country of residence, official medical fitness certificates and certified proof of qualifications (professional or academic). Employers should verify visa feasibility and quota availability ahead of any onboarding.

Compliance risks for employers in Mozambique

Employment contracts

Employment contracts in Mozambique must be concluded in Portuguese and all hires must be registered online with the authorities. Fixed-term contracts are permitted for temporary or project-based work. The maximum initial term of a fixed-term contract is two years. Contracts can be renewed up to two times (therefore extending the total cumulative duration to a maximum of 6 years), after which point they automatically convert into indefinite contracts. Some exemptions apply.

Probationary periods

Probationary periods must be explicitly stipulated in an employment contract. The maximum allowed probationary period for indefinite contracts is 60 days for general roles, 90 days for mid-level technicians and 180 days for senior/management roles. For fixed-term contracts, the allowed probationary period depends on the fixed-term length: contracts under six months can have a probationary period of up to 15 days; up to 30 days are allowed for contracts longer than 6 months but not exceeding one year; a maximum three-month probationary period for fixed-term contracts longer than 1 year.

Terminations and notice periods

For employer-initiated termination for structural/technological/market reasons (redundancies), the employer must give at least 30 days' written notice. Statutory severance is due as well.

Disciplinary dismissals require several mandatory steps before termination, including a formal written investigation and a 10-day employee defense period.

Terminating a fixed-term contract requires that remuneration corresponding to the pay due between the termination date and the last day of the fixed-term contract must be paid. In cases of non-renewal, the party not wishing to renew must provide 15 days ' notice (when the contract is 3-12 months in duration) or 30 days' notice (when the contract exceeds one year).

Benefits of using an EOR in Mozambique

If you are thinking about hiring an employee in Mozambique, you may be considering the option of opening your own legal entity in the country. However, the setup process may take anywhere from 3-4 months and includes multiple steps, such as name reservation, document notarization, opening of a bank account, registration with the CREL and the INSS. Because opening a corporate bank account is particularly complex and administratively burdensome, hiring through an EOR, such as Rivermate, is a compliant alternative that is both more cost-effective and faster.

Hiring in Mozambique involves more than finding the right candidate. From managing payroll, taxes and benefits administration to ensuring full compliance with Mozambique Labor Law, Rivermate handles the complexities so you can hire with confidence.
