How an Employer of Record works in Angola

An Employer of Record (EOR) is a legal employer that hires employees in Angola on behalf of foreign companies by using its established local entity. The EOR handles all aspects of employee onboarding, payroll processing and ensures general legal compliance, while the foreign company manages the employee’s daily work and their performance. Rivermate combines local Angolan HR expertise, competitive benefits networks, and a unified Rivermate platform to help international companies hire quickly and compliantly in a new market.

The true cost of hiring in Angola

Base salary

Angolan Presidential Decree No. 152/24, published in July 2024, established a general national minimum wage structure designed to restore employees’ purchasing power against rapid inflation. Previously, a fragmented minimum wage system applied, with different base salary floors across industries, some of them as low as AOA 32,181 (agriculture sector). The decree included a two-phase increase plan, first raising the baseline to AOA 70,000 in September 2024 and a legislation-provided automatic second increase to AOA 100,000 as of September 2025. Micro-enterprises and startups have a separate minimum under the Decree, set at AOA 50,000. No upcoming legislation in terms of minimum wage adjustments is expected as of 2026.

Finding comprehensive, up-to-date average salary statistics for Angola is a distinct challenge. The Angolan National Institute of Statistics tracks data quarterly but it omits national aggregate wage figures. International reports are lagging behind, with the International Labor Organization (ILO) model estimating the average monthly salary in Angola at AOA 111,867 in 2024.

Employer taxes and contributions

In Angola, mandatory social security is administered by the Instituto Nacional de Seguranca Social (INSS - National Social Security Institute) under a combined 11% monthly total statutory contribution rate calculated on the gross salary. Employers contribute 8% of the employee’s gross pay to the INSS each month while employees contribute 3% via withholding from their salary. No cap is applicable. Both employer and employee contributions are paid directly to the INSS by the 10th of the following month.

In addition to the 8% INSS contribution, employers must also hold a mandatory private insurance policy in order to cover any work-related injuries or diseases. The premium rates range from 1% to 3% and depend on the industry risk assessment.

Statutory benefits

Under Angola’s General Labor Law (12/23, Article 159), two mandatory supplementary payments - commonly referred to as 13th and 14th month salaries - are regulated as statutory allowances. A “Holiday Allowance” must be paid before the employee takes annual leave and the minimum baseline requirement is set at 50% of the base monthly salary. An additional Christmas allowance is payable along with the December payroll and its minimum amount is also 50% of the monthly base salary. Therefore, annual payroll budgeting should account for 13x monthly base salary, unless an individual contract or an applicable CBA regulates otherwise. It should be noted that employees who have completed less than a year are entitled to pro-rated amounts.

The Angolan standard legal workweek is 44 hours, with a limit of eight hours per day. Overtime is capped at two hours per day (or 40 hours per month or 200 hours per year). Overtime is paid with a premium of 50% if up to 30 hours of overtime have been worked in the month, 75% if more than 30 hours in a month. Work during night shifts carries a 20% premium.

Employees are eligible to a minimum of 22 working days of annual paid leave once they complete at least a year of service.

In cases of illness, employees are entitled to sick leave upon presentation of a medical certificate. Employers are generally responsible for sick pay during the initial period of incapacity, with the social security system providing coverage for longer-term incapacity. The current Angolan labor laws require that employer-paid sick leave lasts for up to six months, assuming conditions are fulfilled.

Maternity leave in Angola lasts three months while 1 day of paid leave and 7 days of unpaid leave are granted to new fathers.

Hiring realities in Angola

Market condition Assessment Insight
Overall talent pool 🟢 Abundant Over 10 million workers nationally, but heavy concentration in informal roles
Specialist talent 🔴 Tight Shortage of formal, English-speaking technical, managerial and finance talent
Hiring hubs 🟡 Concentrated Heavily clustered in Luanda and energy hubs.
Candidate expectations 🔴 High Strong demand for inflation protections, supplementary coverage.
Employment regulation 🔴 Complex Strict statutory protections, 70/30 national quota.

While the market condition indicators above reflect the operational realities faced by foreign employers, they are directly rooted in Angola’s underlying macroeconomic data. The sharp contrast between an abundant general talent pool and a tight specialist market is underscored by national employment statistics.

The Angolan National Institute of Statistics provides some essential context in reference to the above in its quarterly publications. According to the latest one, around 10.17 million workers are registered as employed in Angola, with an official unemployment rate of 21.5%. However, it is estimated that between 70% and 80% of the total employment is part of the informal economy.

Our local expert Alberto Antonio highlights a few more points worth knowing. Although Angola is constantly digitizing its public services (including employee registration which now takes no more than a few days), public infrastructure remains vulnerable to internet and portal outages, which requires employers to plan for some buffer periods when dealing with the authorities. Additionally, an issue frequently faced by employers is the requirement to benchmark compensation in hard currencies while Angolan law strictly mandates that resident employees must be contracted and paid in Angolan Kwanzas (AOA) into local bank accounts.

Due to continuous devaluation, the purchasing power in Angola is heavily impacted. This creates continuous upward pressure on salaries. Most foreign employers choose to make compensation packages more attractive by adding productivity-based bonuses and allowances.

Employing foreigners in Angola

Foreign nationals entering Angola for employment primarily apply for a Work Visa (Visto de Trabalho) which requires sponsorship from a legally registered Angolan entity. The Visa lasts for the duration of the employment agreement.

Alternative routes include Short-Stay Visas (up to 30 days) which are usually used for urgent business or technical assistance, as well as Business Visas (up to 60 days in duration, typically for meetings and negotiations).

For the process, employees must furnish a number of documents including a medical certificate, a clean criminal record, and legalized and translated professional certifications. On the employer's side, a clean tax and social security record is a requirement, along with a formal justification of why a foreign national is hired over a local citizen for the particular role.

The process then requires review by different authorities, including an overseeing ministry, the Migration and Foreigners Service, and the Angolan consulate in the applicant's home country.

Compliance risks in Angola that employers must know about

Fixed-term contracts

While fixed-term contracts can be concluded, they are typically restricted to temporary or project-based needs. Seasonal work part-time contracts can be concluded for a duration of up to six months, while temporary project contracts are capped at a maximum of 3 years.

Probationary periods

Probationary periods usually range from one to six months, though most commonly they are around 60 days for general workers and 120-180 days for managers or more senior roles. For fixed-term contracts, the probation is limited to 30 days.

Notice periods and terminations

Terminations can occur either by mutual agreement, expiration of a fixed-term contract, just cause, or in cases of redundancy. A notice period of 30 to 60 days applies, depending on worker qualifications and contractual tenure.

Under Angolan Labor Law, a standardized formula for severance compensation is used and is based on the employee’s base salary and the length of service. For terminations due to objective reasons or collective or individual redundancies, employees receive one month’s base salary for each of the first five years of employment and half a month’s base salary for each subsequent year. In cases of termination due to employer insolvency, 50% of the monthly base salary is paid for each year of service.

Additionally, any unused accrued leave must be paid out, as well as any pro-rated annual entitlements (such as the 13th salary). Upon termination (regardless of the cause), all final payments must be paid to the employee within three calendar days of the last working day.
